Completed Project Review

A second look at the commercial record after the work is done.

For a completed or closing project where management cannot confidently reconcile the final account to the underlying project history.

Purpose

Determine whether the project is actually closed.

Echelon does not begin with a target recovery number. The review begins with the records. Contract value, change activity, field evidence, billing, payments, retainage, deductions, and closeout records are compared to establish what reconciles and what does not.

Each material item is classified as closed, commercially open, incomplete, or outside Echelon's scope and requiring another professional.

Review Scope

Contract & commercial history

Original contract value, approved and pending changes, credits, deductions, negotiated items, and final commercial position.

Project evidence

Field direction, T&M records, correspondence, meeting records, proposals, approvals, and other evidence tied to material work changes.

Financial outcome

Pay applications, invoices, payments, retainage, backcharges, closeout balances, and unresolved differences.

Good Candidates

Projects with uncertainty, not necessarily projects already in dispute.

  • Different values across project and accounting records
  • Aging unresolved change items
  • Outstanding retainage or final balance
  • Project team has moved on
  • Records spread across email, spreadsheets, project-management and accounting systems

Deliverable

A project-level decision record.

The format is adapted to the project, but the purpose is consistent: material items should have a status, value where supportable, source record, documentation gaps, and a clear management decision point.
