Construction Project Closeout: The Commercial Questions to Answer Before Archiving the File

Physical completion and commercial completion are not the same event. Before a project file is put away, the final account should reconcile.

Close the commercial record

A completed project should have a traceable final contract value, including approved changes, credits, deductions, billed value, payments received, retainage, and remaining balance.

Account for unresolved change activity

Pending and rejected change items should not simply disappear because the project reached substantial or final completion. Their final disposition should be identifiable in the record.

Check documentation dependencies

Closeout packages, releases, warranties, punch items, final invoices, and other required submissions can affect final payment. A useful management view distinguishes missing documentation from disputed commercial value.

Archive only after the questions are answered

A project does not need to have zero disagreement before its file can be organized. It does need a clear statement of what is closed, what remains open, what supports each open item, and who owns the next decision.
